Black Point Beach Clubhouse - Sunset Avenue, Niantic, CT
1. Attendance and Establishment of a Quorum
Members Present: Edward Cosgrove, James Moffett, Randy Molloy, John Manuck, Marianne O’Neil Steven Reed and John Sullivan.
Members Absent: Brian Ewings
Others: Charles Beckham, Zoning Enforcement Officer.
Chairperson O’Neil opened the meeting at 10: AM and declared a quorum was present.
2. Announcements and Public Comments
There were no announcements or public comments.
3. Approval of the minutes of the October 20, 2007 meeting.
Edward Cosgrove moved acceptance of the minutes and James Moffett seconded. The motion passed unanimously.
4. Report of the Zoning Enforcement Officer including Commission action as required
The report was reviewed. Edward Cosgrove questioned the height of the roofline of a structure at 10 Blue Heron Road. A discussion on the regulations ensured. The Zoning Enforcement Officer was asked to bring the documentation regarding that approval to the next meeting. John Sullivan said he had been told by a resident of Sea Breeze Ave that the tenant at 51 Seabreeze Ave may be renting a room in that house. The Zoning Enforcement Officer was instructed to contact the owner to explain that any such use would be a violation of zoning regulations.
5. Old Business
The review of current regulations was continued for benefit of the new members
6. New Business.
There was no new business.
7. Public Comments limited to agenda items.
There were none.
8.Executive Session if Necessary.
Chairperson O’Neil asked for a motion to go into executive session to discuss pending legal action with the Zoning Enforcement Officer present. Edward Cosgrove moved such a motion and Randy Molloy seconded. The motion passed unanimously. Executive session began at 10:50am and ended at 10:55am.
James Moffett moved that there be an executive session to discuss personnel. Randy Molloy so moved and Edward Cosgrove
Seconded. The motion passed unanimously. The Zoning Enforcement Officer was excused. Executive session began at 10:55 and ended at 11:30am.
9.Next Meeting:
The next meeting will be at April 26, 2008 at 10:00am in the clubhouse.
10. Adjournment
Edward Cosgrove moved for adjournment which was seconded by James Moffett and passed unanimously. The meeting adjourned at 11:31am.
