1. Attendance and Establishment of a Quorum
Members Present: Edward Cosgrove, Brian Ewings Marianne O’Neil, Randy Molloy, John Manuck, Steven Reed and John Sullivan.
Members Absent:James Moffett.
Others: Charles Beckham, Zoning Enforcement Officer.
Chairperson O’Neil opened the meeting at 10: AM; appointed alternate Molloy to sit in for James Moffett as a voting member and declared a quorum was present.
2. Announcements and Public Comments
There were no announcements.
Public comments:
Carol Ward of 23 Blue Heron commented on the Zoning Board of Appeals meeting held the previous evening. Barbara Johnson of 35 Sea Crest commented on the Black Point website not being up to date.
Chairperson O’Neil asked for a motion to add to the agenda approval of the minutes of the regular meeting of July 28, 2007 and the minutes of the Public Hearing of August 10, 2007. A motion to add these as agenda items was made by Randy Molloy, seconded by Brian Ewings and passed unanimously.
Approval of minutes of the July 28 Meeting
A motion was made to approve the minutes of the July 29 meeting by John Sullivan, seconded by Edward Cosgrove and passed unanimously.
Approval of the minutes of the August 10 Public Hearing.
Chairperson O’Neill pointed out that the minutes need to be corrected since Mr. Cosgrove was not present at the hearing.
A motion was made to approve the minutes as corrected by Brian Ewings, seconded by John Sullivan and passed unanimously.
Approval of the minutes of the September 22, 2007 meeting.
A motion to approve the minutes was made by Brian Ewings, seconded by Randy Molloy and passed unanimously.
Report of the Zoning Enforcement Officer including Commission action as required
The report was reviewed. Chairperson O’Neil mentioned that an article about Barbara Johnson's house on 35 Sea Crest appeared in the local newspaper which seemed to indicate that the house included a separate living unit . This prompted a number of phone calls since this is not a permitted use in the Black Point Association. The Zoning Enforcement Officer was instructed to make an inspection of the property to determine the situation.

There was no old business.
New Business.
The Definitions section of the Zoning Regulations was reviewed and questions on the part of newly appointed members were answered.
A schedule of dates for regular meetings for 2008 was established. Randy Molloy moved acceptance of the 2008 schedule which was seconded by Edward Cosgrove. The motion passed unanimously. A copy of the schedule is attached.
Public Comments limited to agenda items.
There were none.
Executive Session if Necessary.
There was no executive session needed.
Next Meeting
The next regular meeting will be April 5, 2008 at 10:00AM in the Black Point Beach Clubhouse.
Adjournment
A motion to adjourn was made by Brian Ewings, seconded by Randy Molloy and passed unanimously. The meeting was adjourned at 11:40AM.
