1. Call Meeting to Order
At 9:05 am, Mr. Tom Kelly, Chairman, called the meeting
to order.
2. Pledge of Allegiance.
3. Treasurer
Carolyn Boyle, Association Treasurer, provided an
un-audited operating statement. This updated budget is
offered to members to assist with financial statements
at the end of the year, and is posted at the entry door
bulletin board.
4. Manager
Mike Manifold addressed a number of concerns,
highlighting membership areas of interest and answered
questions:
• Kayak dock is being expedited. DEP survey, sea lettuce
is not a protected plant. Dock will be to the left of
center in the old location, closer to the road with
floating dock and raised walkway area over the grass.
• Mike is looking in to replace the floating docks with
the style that is at the boat ramp, one by one.
• The hard tennis courts and fence are a major project;
we need to do something to get it right over time.
• Shuffle board courts re-surface and paint lines
• Consider horse shoe pits
• Bocce is in use
• Buy a garage for the Billow Road Equipment storage
• Capital budget has been kept tight this year, more
work 2010
• Parking comments, regarding tags and fence
5. Tax report
Mrs. Cahill noted the assessment is $161,227,850 highest
amount of the local area beaches.
Mrs. Cahill asks that member’s _Please_ use the memo
field on bank or electronic payments and include your
list number from your tax bill. The incoming checks do
not have any tax references and are very hard to match
owner for credit to the proper account.
6. Zoning Commission comment on safety matter.
Mr. John Sullivan, Chair Zoning Commission asks members
to please comply with safety regulations regarding
property sites where fence, planting or hedge may
obstruct or block the view for traffic. Commission will
notify members where problems exist.
7. Informational Items from the Board and reporting
committee items

Men’s Club
Mr. Will Fountain honored Mr. Pete Diresta with a Bocce
trophy for all the work done on behalf of the Men’s
Club. He noted lasting friendships are being formed in
the most valuable tradition of Black Point.
Social Committee, Mrs. Hayes
Mrs. Hayes noted that the year had been very well
received.
• Murder Mystery dinner was sold out and a great
success. She thanked Pete and Joann Diresta and the
committee for all the work.
• Pasta dinner was a great success, 120 meals were
served.
• The pancake breakfast was really well attended and was
kindly donated by the Flomm and Hickey families.
• On Sept. 25, The Blarney Stones will perform at the
club house for a $10.00 entry fee. Please see Mr.
Campion for tickets or information.
Mr. Kelly noted that Harbor Management and Shellfish
Commission member, Mrs. Barbara Johnston, has been
appointed by the board to act as a liaison between the
commission and Black Point. Mrs. Johnston will report to
the board with relevant items. She wanted members to
know that the ordinance passed to register moorings is a
$25.00 fee and application filed with the Town of East
Lyme. Beginning January of next year, unregistered
moorings may be pulled and are subject to a fine. Please
check the East Lyme Website for Harbor Management
details or look at BPBC site for links.
8. Member comments were offered by a number of
members including:
Beth Brucker asked members to put away their own and any
non-resident neighbor garbage cans and telephone books
over the winter to discourage vandalism, etc.
Question came up about golf carts, Mr. Kelly noted that
the town is working to resolve their plan and he is in
touch with Mr. Formica.
Mr. Sheehan, Indianola Rd. asked about moving the
clubhouse driveway away from the building and suggested
cross walks be repainted on East Shore Dr.
Ms. Ann Farley, Sea Crest addressed safety and kayak
boating area at South Beach.
Mrs. Susan Daly sited safety concerns and noted DEP fly
over and swim line placement.
Indianola Rd. resident inquired about parking ticket and
any fines collected regarding and in general control
over parking on the street or other violations.
Mrs. Nancy Collins, safety concerns at Sea Breeze beach
and placement of lines.
Mrs. Cahill commented as the historical representative
that members are confusing swim lines and geese lines.
We are not allowed to have swim lines, we have no
authority. The DEP requires boaters to have emergency
access to the shoreline. She recalled paying about
$3,000 for the existing lines.
Mr. Rich Copolla commented on swim races, traditions at
Black Point and managerial responses to his inquires.
Mrs. Kim Craven, 46 East Shore Drive, offered concerns
at the boat ramp and asked if more marker buoys could be
added. She also mentioned having the guards help more
people navigate the boat ramp.
Mrs. Christina Jaegel Nehantic Rd. asked about adopting
a no hammer rule.
Mr. Gene Sullivan, 10 Saltaire, in favor of golf carts,
asked about a rack for boats at south Beach.
Ms. Janet Carlson has seen problems with members dodging
a golf cart.
Ms. Shevon Hickey, Sunset Ave. offered club house
comments and noted the wooded area has activity in
violation of the rules. She noted coyote concerns
Member asked that the rocks at the club house remain and
not be replaced with a fence for safety reasons.
Mrs. Susan Daly offered the name of a person interested
in working as a handyman.
